With the demolition of the Embarcadero Freeway, Rose advocated for the former off-ramp sites of the freeway to be affordable family housing units. The City Planning report evaluated the sites and designated one site for affordable housing, a second site for Central Police Station, and the third for a hotel. However, the Central Police Station could not secure funding for the site, so the city designated the site for affordable housing as well. Those two sites (Broadway Family Apartment and Broadway Sansome Apartment)  currently house 156 affordable family housing units in a neighborhood that is densely populated. There are two courtyards located in Broadway Family Apartment and they are dedicated after Rose Pak and Aaron Peskin for their support and advocacy in affordable housing.
